Не физик, но крайне интересно. Задал кое-кому этот вопрос, вот что получил:
Recently a new experiment was executed, with two independent observers. "One of the guest observers was Hanno Essen, associate professor of theoretical physics at the Swedish Royal Institute of Technology. He is also the chairman of the Swedish Skeptics Society. The other guest observer was Professor Sven Kullander of Uppsala University. He is also chairman of the Royal Swedish Academy of Sciences Energy Committee."

They published a report, in which they conclude: "Any chemical process for producing 25 kWh from any fuel in a 50 cm3 container can be ruled out. The only alternative explanation is that there is some kind of a nuclear process that gives rise to the measured energy production."

A rough calculation of the nuclear reaction components transforming nickel into copper agree with the energy generation measurements, at least as an order of magnitude approximation.

After the Fleischmann and Pons experiments, which could not be reproduced reliably, or at all, some people kept experimenting, because they believed that there could be actually an unexplained phenomenon at the bottom of the confusing results.

These people now believe that the Rossi-Focardi apparatus exploits the same effects with a hugely larger multiplier, where the results are not hidden in the experimental noise, and put them together in what they now call LENR (Low Energy Nuclear Reactions).
The skeptics outnumber the believers still. But some professional skeptics are very perplexed, and don't appear to be able to explain away the Rossi-Focardi generator as a fraud.
