Беден, беден русский язык: никак не выражаются в нем оттенки между public management, public administration, operations management, governance и т.д.
Поэтому придется выстраивать некий новояз для русскоязычного обсуждения всех этих вопросов, вводя попутно странные словосочетания "административный реинжиниринг", различение "чиновников" и "административных инженеров", добавляя понятие электронного государства и т.д.. Глоссарий будет на egg.elrussia.ru, тексты на www.elrussia.ru, планы и прочие координационные материалы -- в ЖЖ. 1. Нужно раскрыть понятие "операционное управление" (operations management), обобщив его для государства и предприятия (в т.ч. благотворительной организации) и показав четкую разницу operations management и operations administration, управления для предприятия и государства.
