Это такая медийная манипуляция, политическая маркировка "свой-чужой", склеенная с отождествлением чужих с некой уже имеющейся в обществе негативной коннотацией. Из той же серии, что называть всех оппонентов фашистами ("левый фашист", "правый фашист", "цисгендерный фашист"). Все же знают, что "фашист" - это плохо. Расовая тема в США - одна из самых горячих в последний год, и не сыграть на этом было бы глупо. Проще заявить, что "эти негры - ненастоящие негры", чем признать, что у Трампа есть немаленькая аудитория среди цветного населения США.

В обратную сторону тоже можно, вот в Орегоне коалиция цветных приняла с свой состав славян (точнее жителей бСССР). И Washington Post замечу не причем, зря на них бочку катят, инициатива масс.
